The SANTA BARBARA COUNTY EMERGENCY MEDICAL SERVICES AGENCY (SBCEMSA) is a division of the Santa Barbara County Public Health Department. SBCEMSA provides system guidance and oversight through prehospital provider driven policy development and a comprehensive quality improvement program.
